I am re-reading Matthew Cooper's The German Army 1933-1945.

I read it 10-12 years ago. It is long and drawn out, but very informative about the inner workings and interactions of the Army. It talks about battles only in context of how they played out in the "politics" of the Wehrmacht.

I highly recommend it.
