Yes mate, these are Handschar as you can tell by the right collar tab. Each of the volunteer SS divisions carried a unique design on the right tab. More here at
http://www.axishistory.com/index.php?id=4823. The 13th Handschar had an arm holding a scimitar with a swastika.
