Hitler Youth In The Concentration Camps

Probably one of the most powerful Holocaust photos of World War 2 this photo shows a member of the Einsatzgruppe about to shoot a Jewish man in Ukraine. Behind him there are members of the German military, the German labor service, and the Hitler Youth. Did Hitler Youth work in the concentration camps? What was their role if they did? On the back of this photograph it says, "The last Jew in Vinnitsa." I thought only a few German guards would be there during such executions but it appears that this one in particular is a large social gathering. Was this common during the Holocaust?
