Because that wasn't a cemetery in use during the fighting for Tilly; it was a cemetery that began later in the battleof Normandy, it seems. There were cemeteries in and around Tilly, and Hottot was one location where these graves were moved to after the war. Why they weren't moved to the cemetery in Tilly, I don't know. That cemetery contains graves of men killed at Caumont l'Evente, which is a good 20KM+ away, among other locations moved in there. Often there doesn't appear any reason to it.
