I've never seen any reference to 'reconditioned' Valentines being sent, c.3.5k delivered (?) and If I remember rightly by the end of it's Canadian production virtually the entire output was sent straight to the soviets.

.I thought the wheels might be something more to do with recognition, the ones on the Panther particularly stand out, could be another handy way to 'shout' to ones own AT gunners "I'M ON YOUR SIDE!" ? The Panther behind that one is painted in the same odd way so I can't see it as a work in progress, more an intentional distinctive feature.
