You are partly correct. The Africa Star ribbon was available from 1943, but the actual decorations and campaign stars were not issued until 1946, nor were some of the star ribbons woven until 1945. The government statement on the matter was issued in May 1945 (there is a copy here The Official 1945 Statement regarding the British WW2 Campaign Stars and Defence Medal ).

If he was First Army in N Africa he'd have a a small "1" on the ribbon and an "8" for Eighth Army.

I had read about the addition of a "1" or "8" but from the picture I cannot make out if either is present. it could be that a number is but the flash of the camera has obscured it?

The clasps (including the numerals) for the Africa Star were not announced until May 1945. No-one had them in Italy before the end of the war.

Incidentally, you can see an example on my website British Gallantry, Orders, and Campaign ribbons.
