War Department General orders Number 40 of 1945

Could anyone tell me what this means? What were the orders given?

Hi WendyE,

Googled a few pieces and come up with this.

Could be something to do with the USA and the CIA documents released earlier this year that detailed the use of Nazis as spies after the surrender.
