Holidays at Home scheme

I've just picked up notice of this, but every British home front history I've ever read just skims over the whole idea.
I've tried looking at the NAS site, but all that comes up are the minutes of a few area committees set up to run this.
At risk of asking the bleedin' obvious, can anyone give me more details?
