Any ideas where this can be?

The men are Pioneer Corps, and the date on the reverse is February 1944.

The statue has an Ankh, so I'd say Egypt.

It is the de Lesseps memorial, he built the Suez Canal.

6LAA Battery on AA defence Suez Canal 1941 with the memorial in the background.

Try Wikipedia, the statue is now in Port Fouad dockyard, Egypt.
