'Theatre of War' PC Game

I noticed this on sale in my local games shop for the knockdown price of £14-99. Although it's by the people behind the excellent 'Combat Mission' series some reviews I've read seem to regard it as a complete turkey. Has anyone any comments?

The tenor of the reviews was that it promised a lot more than it actually delivers and was full of bugs. There is certainly a lot of talk of patches on the website. I'd like to hwear from someone who has played it before parting with my money.
