OK, I'll have a go: running gear looks very similar to the Skoda LT-35,although the drive sprocket is different. An LT-35 based SPG?

As for the gubbins on the trailer, no idea really, but it looks like an aerial listening device.

Similar thing... but not the same:

So it's a Latil, possibly in Finnish service, with an aerial listening device, but I can't work out specifically what mark it is.

Latil TL? is precisely what I had. I couldn't nail the mark either maybe a 5 or 6? 1934ish, solid tyres with those cross country extensions etc..
An interesting diversion into aerial listening devices.
