That memorial was beside the New Building Square at the Royal Military Academy Sandhurst in 1961. I expect it is still there, though I have never been back to see. And the Staff College has never been Royal to the best of my knowledge. I think it is now the Joint Services Staff College at Shrivenham. Chris
