Its much easier to get a UK tx licence now than it was in the 1960s. Radio Caroline have a 'Community' licence on MW, but can be received over large areas of southern England on 648kHz. I think the gov are happy to be making a bit of cash from MW during the delay in selling that part of the spectrum for other commercial use.
