Help on a post-war POW Camp in Belgium

I am after information on a POW camp that was located in Hasselt, Belgium.
I am researching an SS officer (Totenkopfverbande Division) who was in that camp in the late 1940s, before being handed over to Soviet Authorities.

Was this camp at that time just for SS people, or any ex-German troops?

I would like to know exactly where the camp as located, and would like a photo or two of that camp - preferably from 1945 onwards.

I am also trying to work out why that person was handed over to the Russians and not the Allies.

    Many thanks
