Whilst searching the LG, I came across this.

    Whitehall, May 13, 1941.
The KING has been pleased to give and grant unto Wilfrid Joe Whitehouse, Esq., His Majesty's Royal licence and authority to wear the Insignia of the Fifth Class of the Order of the Sacred Treasure, which Decoration has been conferred upon him by His Majesty the Emperor of Japan, in recognition of valuable services rendered by him as a teacher in the Matsumoto Higher School.
