Meaning of term 'CROCAS'?

    Referring to 2 pows that were considered 'dangerous' at Tarporley there is the sentence -
    "At least 2 of the C+ are very dangerous men, named in CROCAS and supposed to be frozen by War Crime Commission (LDC)."

    Does anyone know what CROCAS stands for?
