NARPAC: National Air Raid Precautions Animals Committee – set up in summer 1939 in a bid to get animal welfare societies, the veterinary profession and local authorities to co-operate in the event of war. Wracked by internal dissent (the RSPCA and Battersea Dogs Home pulled out), the strange semiofficial organisation claimed to have recruited three million ‘Animal Guards’ to help both pets and farm livestock.
