Looks like a hood to his combat smock, with his face either in heavy shadow or he was wearing some form of camouflaged (?) face covering.
The combat smock could be a "Wendejacke", the face is probably covered by a "Mückenschleier": Mückenschleier
I think Itdan is right. I have seen photos/videos taken in Tunisia 1943 of German bodies with similar clothing (unfortunately I don't have copies) over what looks like a cushioned hat or helmet. The German troops were part of the Herman Goering Division so either Fallschirmjäger or Panzer Grenadiers. Is he wearing a white snow smock over his uniform as there is no disruptive camouflage pattern. Just a guess I'm afraid.
Not necessarily The smock can also very well be a so-called "Schlupfhemd". They were thinner than the reversible jackets, worn over the uniform and often issued to snipers A washed out swamp camouflage (Sumpftarn) pattern would not be visible on the picture. Such uniform pieces were also available without camouflage pattern in field gray or light olive The ankle-high lace-up boots were issued from summer 1942 instead of the Knobelbecher, from spring 1944 they replaced them completely. Then, from summer 1944, tubular socks in one size were issued instead of the foot rags. This allows the assumption that the picture was probably taken in 1944/45 in the ETO
