Yours is a far from stupid question. The 25 April is all about seizing political power, or trying to.

The 25 April was the day on which the National Liberation Committee proclaimed via radio a general insurrection in all that part of Italy which was still under Fascist and German control, urging the Resistance forces to attack Fascist and German military headquarters in order to force them to surrender before the arrival of the Allied forces. At the same time, the Committee issued a decree by which it seized power 'in the name of the Italian people', and which established, among other things, that the Fascist leaders, including Mussolini, were to face the death penalty.
