Help with identifying a WW2 Badge

    Hi all.
    I was given this a long time ago, and it has recently resurfaced. I have searched the net and have not found anything that even looks like the badge. I believe that the badge was issued by the Kriegsmarine due to the flag. The center also looks like the nazi Swastika which makes me think of WW2. Could the badge be an armband award? not sure . Hoping someone will be able to help
