There an "Japanese/English" toggle in the tool bar at the top. I'm mobile right now so I don't know how deep that goes. G'luck.

 

Thanks but that function only translates the index on the web page. The pdf documents that the index points to are in Japanese symbols.

 

do you mean the docs themselves?
they are dual language (or the one I looked at was)
there is a couple of pages of kangji, then further down it is in English

Unfortunately most of them don't have the English portion, such as 1. The circumstances leading to the outbreak of war between Germany and Poland (PDF)
