Uniform I.D

Any ideas on this uniform please from 1928, he would have been 15yrs old lived near Tavistock Devon

 

At 15 he would have been an Army Cadet (Aged 14 to 18) unless he falsified his age on joining as many did, looks his age though.
He is wearing a WW1 uniform probably issued to the Cadet Forces at the time but also Territorials as Battle Dress was issued in 1939.

The Cap Badge is the Devonshire Regt.
