One member of Congress, Senator Gerald P. Nye, was giving a speech in New York City on that day. During his speech a note was passed to him reporting the attack on Pearl Harbor. Nye continued with his isolationist rant against FDR. After he finished his speech he went backstage and got more details. His response was "Roosevelt must have tricked them!" Not being the sharpest pencil in the box didn't stop him from making assumptions based primarily on his biases. This may be one of the few times we can track the beginning of a conspiracy advocacy to its inception.
