Another quick reply which may be a ray of hope! I've looked at lists of where the main WW II Memorial Sites are and apart from some Memorial gardens that are only marked as such but without any dedication or names beyond Winston Churchill (Berry Head Rd Brixham) and Queen Victoria park in Torquay, there seem to be two sites worth my following up. 1. Just behind the Princess Theatre Torquay Seafront, there's an obelisk with names on but also mention of a Book of Remembrance in Torquay Town Hall with more names. And Chruston Common on the way to Brixham has another Cross memorial with names on 4 sides. I'll go take a peek at both those sites tomorrow and if you like I'll see if I can get to look at the Book of names in Torquay Town Hall unless you plan going there yourself. It would be no trouble be assured.
I'll report back my findings tomorrow after visiting both those two sites. Churston Common is an excellent site for a dog walk !

Replying to my own post here. I think having looked a bit deeper into this, that the Paignton connection may be a red herring. It seems that Stanley Gardens was in commemoration of a Stanley Huggins who died in the Great War in 1917 and the houses in the namesake street were built in the 1920s so I think it's a different Stanley Huggins. There appear to be quite a lot of them including one in the Navy during the Great war.
Sorry to have put anyone on a fools errand by my hunch and information.
